Issues with Checkout Page

Ever since the 2 latest jigoshop upgrades I have been experiencing issues with the checkout page. If someone skips the Cart page and goes straight to checkout once they put in their address the checkout page does not register their location and add or exclude tax accordingly.

It is doing the same for shipping. If you choose "Local Pickup" it does not update your total and will still charge you shipping. Can someone please help. Thank you.
